<p>On Friday, President Joe Biden requested that Congress empower regulators to enforce stricter penalties on executives of failed banks, including the retrieval of compensation and facilitating their prohibition from the industry.</p>



<p>Biden aims for the Federal Deposit Insurance Corporation (FDIC) to have the capacity to mandate the reimbursement of compensation to executives at a broader scope of failed banks and to reduce the criteria for imposing fines and barring executives from joining another bank.</p>



<p>Following Silicon Valley Bank&#8217;s and Signature Bank&#8217;s failures, which reverberated through the global banking sector, Biden requested Congress to provide the FDIC with these powers.</p>



<p>&#8220;Enhancing accountability is a vital deterrent to prevent future mismanagement,&#8221; Biden stated. He urged Congress to enforce more severe penalties for top bank executives whose poor management led to their institutions&#8217; failure.</p>



<p>Currently, only the largest banks in the country can recover compensation from their executives. Other penalties require proof of &#8220;recklessness&#8221; or &#8220;willful or continuing disregard&#8221; for the bank&#8217;s well-being. Biden seeks to allow regulators to impose penalties on &#8220;negligent&#8221; executives, a lower legal standard.</p>



<p>Congress has already initiated measures to address the aftermath of the bank failures. Representative Maxine Waters, the top Democrat on the House Financial Services Committee, wrote to the regulators and urged them to immediately investigate these failures and utilize available enforcement tools to hold executives fully accountable.</p>



<p>Several congressional committees and the Justice Department have launched investigations into the bank failures, as have the SEC, Federal Reserve, and California&#8217;s state regulator of Silicon Valley Bank.</p>



<p>Senate Democrats introduced the Deliver Executive Profits on Seized Institutions to the Taxpayers Act, which aims to recover profits made by bank executives on stock sales and bonuses earned within 60 days of a bank failure.</p>

<p>President Joe Biden is set to visit a growing North Carolina semiconductor manufacturer, Wolfspeed, on Tuesday. He aims to emphasize the positive influence of his administration&#8217;s legislation on the U.S. economy and compare his and the Republican party&#8217;s budget priorities.</p>



<p>Wolfspeed&#8217;s recent decision to construct a $5 billion manufacturing facility in Chatham County, resulting in 1,800 new jobs, comes after Biden successfully passed the $280 billion CHIPS Act in July. The act was designed to bolster the U.S. semiconductor industry and support scientific research.</p>



<p>With the administration&#8217;s focus on the CHIPS Act, $1.9 trillion COVID relief bill, $1 trillion infrastructure legislation, and a roughly $375 billion climate bill, Biden is now preparing to face Republicans in discussions over spending priorities and economic management strategies for the future. Republicans have dismissed Biden&#8217;s budget, which proposes $2.6 trillion in new spending but have not yet presented their alternative.</p>



<p>The White House asserts that Biden&#8217;s legislative initiatives have led to $435 billion in private-sector manufacturing commitments, including over $200 billion in clean energy, electric vehicle, and battery investments, more than $200 billion in semiconductors, and around $15 billion in biomanufacturing investments.</p>



<p>White House Press Secretary Karine Jean-Pierre emphasized the importance of not allowing Republicans to repeal the Inflation Reduction Act, raise taxes on working families, and reduce funding for manufacturing innovation and research.</p>



<p>In addition to Biden&#8217;s trip to Wolfspeed, Vice President Kamala Harris, First Lady Jill Biden, and other top officials will visit 20 states over the next three weeks to showcase the impact of Biden&#8217;s economic policies.</p>



<p>Although Biden has not formally announced his 2024 reelection campaign, highlighting these legislative achievements could provide him with a platform to demonstrate his administration&#8217;s focus on governance while former President Donald Trump faces potential legal issues.</p>
